Community First Services & Supports (CFSS)
Community First Services and Supports (CFSS) is a Minnesota Medicaid program designed to help people with disabilities live more independently in their homes and communities. CFSS replaces Personal Care Assistance (PCA) and the Consumer Support Grant, offering the same core services like help with daily activities, health-related tasks, and behavioral support. It gives you more control by letting you choose between working with an agency or hiring your own staff. With CFSS, you can even have a spouse or parent serve as a support worker, use a personal emergency system, and purchase goods or services that help you stay independent. With the budget model, you can hire and manage your own caregiver—including a family member—while getting support from a provider agency. The agency model offers a more hands-off experience, with the provider handling staffing, training, and oversight.
